In response to emerging scam methods and heightened security threats, the Pakistan Telecommunication Authority (PTA) has taken a significant step to curb the issuance of illegal SIMs in the country. The country’s telecom regulator recently announced substantial changes in the process of issuing and activating mobile SIM cards, aiming to enhance security measures.
Extended Duration for SIM Issuance and Activation
Under the new regulations, the PTA revealed that the issuance and activation of a new SIM for an individual will now take seven days, a notable shift from the previous timeframe of eight hours. The decision comes in light of the existing eight-hour gap between successive biometric verifications from the National Database and Registration Authority (NADRA) for SIM-related transactions.
Countering Fraudulent Tactics
The PTA explained that this extension to seven days, specifically for new SIMs, is a strategic move to counter fraudulent tactics employed by individuals activating multiple illegal SIMs simultaneously. Such actions have been associated with deceptive schemes, including fake surveys, false claims of free ration schemes, and other tricks targeting unsuspecting individuals.
Implementation and Effective Date
The new rules pertaining to mobile SIMs are set to be enforced starting January 24, 2024. The Standard Operating Procedures (SOPs) outlined by the PTA will be applicable to all telecommunications operators, customer service centers, franchisees, and retailers involved in the SIM issuance process. Simultaneously, NADRA and other relevant institutions will integrate these new SOPs into their systems.
Addressing Past Challenges
In previous years, loopholes in the system allowed for the misuse of fake thumb impressions and other deceptive tactics, enabling the issuance of multiple SIMs in a single day. The PTA’s latest measures aim to close these gaps and strengthen the overall security framework surrounding mobile SIM issuance.
